I need to come back, but I specialize in this. I love watching some dumb off-beat shit. I'll start with the recent winner I've rediscovered....
"Miami Connection"
Plot: None I know of, but it has drug running local Miami ninjas, drug cartels, and a house band in a club that has to fight them all (the plot)... It's terrible, weird, and amazing if you're into the abstract. I watched this with my grandfather when I was little, and has been rediscovered since the 80's on how terrible this movie is.

One of the weirdest movies I've seen is When the Wind Blows. Weird because it looks like it's a kids movie, but it's the most depressing flick I've ever seen.
Other contenders:
Delicatessen (weird awesome)
The City of Lost Children (weird awesome)
Freaks (weird awesome)
Psycho Sleepover (Troma flick - weird hilarious)
Altered States (wtf weird)
Also deserving mention in a discussion about weird movies, every David Lynch film.
I know there are other movies I've seen that would qualify for weirdest movie ever, but were so weird as to be forgettable - not being cool weird, just being 'why did I waste 2 hours of my life watching this shit' weird.

Delicatessen is great. City of Lost Children is amazing. David Lynch pushes the boundaries of weird.

I liked big man japan!
the weirdest I have seen as of late...and still leads me to think, is MARY AND MAX a Claymation...I was glued to the screen.
Mirage man...a south American masked vigilante movie, good story, but low budget...good enough I watched it twice....(song life on mars was stuck in my head for weeks)
